Program Design
The FCOE BTSA (Beginning Teacher Support & Assessment) Program is designed to meet the individual needs of each participating teacher and to assist each of them in growing as a professional educator. With the implementation of SB 2042, the program will provide the opportunity for holders of Preliminary SB 2042 Credentials to complete the requirements for their Professional Clear Teaching Credential.
Components of our local program design include:
- Weekly one-on-one assistance to participating teachers by exemplary veteran teachers (support providers) that are trained in beginning teacher development, adult learning theory, state-adopted academic frameworks and student content standards, the CSTP, formative assessment processes, and reflective conversations
- Utilization of FACT (Formative Assessment for California Teachers) as the basis for formative assessment of participating teachers and for identification of teaching strengths and areas for professional growth based on the CSTP
- Professional development based on individual needs of participating teachers and identified in their annual Individual Induction Plan (IIP)
Program Goals
The Fresno County Office of Education BTSA program goals are aligned with the laws that govern local BTSA programs. Education Code Section 44279.2 requires that the purpose of the program shall be to:
- Provide an effective transition into teaching for beginning teachers
- Improve the educational performance of students through improved training, information, and assistance for new teachers
- Enable beginning teachers to be effective in teaching students who are culturally, linguistically, and academically diverse
- Ensure the professional success and retention of new teachers who show promise of becoming highly effective professionals
- Ensure intensive individualized support and assistance for each beginning teacher
- Improve individual teacher assessments and usefulness of assessment information
- Establish an effective, coherent system of performance assessment that are based on a framework of common expectations for teachers - the California Standards for the Teaching Profession (CSTP)
- Ensure that an Individual Induction Plan (IIP) for each beginning teacher is based on on-going formative assessment of the beginning teacher’s development
- Ensure continuous program improvement through ongoing research, development, and evaluation
